Colleges at fault for debt, waste

Poor financial controls have allowed for unchecked and questionable spending at Rutgers University, including the use of hundreds of "discretionary" funds and other expense accounts used to pay for extravagances such as $125 bottles of wine, an extended trip to Hawaii and even payments to illegal drug dealers in China, a state investigation has found.
